Former Min. of Health, Ontario

Hon. Elinor Caplan’s business career began in 1972 as President of Elinor Caplan & Associates, a real estate title searching and conveyance firm.She was elected to North York Council as an Alderman (1978-1985). She served as a Member of Provincial Parliament in the Legislative Assembly of Ontario from 1985 to 1997 where she held three cabinet posts. Elinor is best known as Ontario Health Minister, (1987-1990). She then was elected a Member of Parliament in the Canadian House of Commons from 1997 to 2004. Elinor served in the cabinet of the Rt. Hon. Jean Chretien as Minister of Citizenship & Immigration (1999 – 2002) and as Minister of National Revenue (2002 -2003). Elinor retired from elected office in 2004. She was CEO of Canada Strategies Inc until 2017. Elinor was a member of the Board of the Canadian Public Health Initiative (CIHI) until 2014. She also served as a Member of the Advisory Board at Closing the Gap Healthcare Group, Inc. until 2017. Elinor was a member of a World Health Organization (WHO) International expert project team. Presently she is a member of the Advisory Board of CoHealth. Elinor is a graduate of the Director Education Program of the Rotman School of Management at the University of Toronto. 

Former CEO, OHA, UHN & SHSC

Tom has had a career as a health system CEO, a government executive and a health systems consultant. He is currently doing health systems consulting.after stepping down from the position of President and CEO of the Ontario Hospital Association. He was previously the President and Chief Executive Officer of University Health Network (UHN). Before joining University Health Network, He worked in Victoria British Columbia as President and CEO of the Capital Health Region. Prior to that, He spent nine years at Sunnybrook Health Sciences Centre in Toronto and rose from the position of Chief Financial Officer to Chief Operating Officer and ultimately to President and CEO. He obtained previous experience in health care consulting as an owner of Medicus Canada and as a Partner with KPMG. His government experience includes serving as Chief Information Officer for the Ontario Ministry of Community and Social Services as well as management positions with the Ontario Ministry of Health and Management Board. He started my career doing Industrial Engineering at the Hospital For Sick Children in Toronto. He has volunteered on numerous panels and Boards. He earned an MBA from York University in Toronto and graduated from the University of Toronto with a Bachelor of Applied Science in Industrial Engineering. He is also a Professional Engineer and a Certified Healthcare Executive. 

Joe Ternullo, JD, MPH

Former Associate Director, Center for Connected Health @ Partners HealthCare System

Brings a unique blend of business acumen to connect people, develop strategic relationships and create growth at the intersection of technology and health care.Having focused his career on healthcare innovation, Joe has a demonstrated ability to envision and implement sustainable solutions to advance organizational mission, diversify revenue and propel organizations forward. Joe is well known for his 17 years as the associate director of Partners HealthCare’s Center for Connected Health. He founded and chaired for 10 years the Connected Health Symposium, a two-day international conference with a prominent patient engagement focus that grew to become Partners HealthCare’s largest public event and which HIMSS recently acquired. He co-founded Continua Health Alliance, a standards and interoperability organization that grew from 9 founding organizations to over 250 and was subsequently merged into HIMSS. Joe is board co-chair for the Society for Participatory Medicine, a non-profit devoted to helping patients and healthcare professionals work together as equal partners. Joe has served on several domestic and international boards and on two federal advisory committees – the US Department of Health & Human Service’s American Health Information Communities Chronic Care Workgroup, and the US Department of Commerce International Trade Advisory Committee on Information and Communication Technologies, Services, and Electronic Commerce. He has authored several publications focused on healthcare technology and has led a health technology start-up and advised multiple early stage companies. An attorney and a certified public accountant, Joe holds degrees from Boston College, Bentley University, Boston University School of Law and Harvard T.H. Chan School of Public Health.
